If the registered owner of a motor vehicle is unavailable or cannot be traced, the National Transport and Safety Authority (NTSA) requires an application and supporting affidavits to facilitate the transfer of ownership to the purchaser.

  1. Complete the transfer application form.
  2. Swear an affidavit before a Commissioner for Oaths, Notary Public, Magistrate, or Consular Officer confirming the registered owner’s absence.
  3. Submit the application through your NTSA TIMS account for processing.
